a family member had a plan but discontinued services , is their SIM card still good if they like to re activate ?

If service has been discontinued at one point in time (number lost or transferred to another provider) your old SIM is not good anymore. You can discard it or recycle.
You would need new SIM and to open brand new account.

@krissy24 hi if the account was suspended more than 90 days or they ported a number to a different provider ,the account is permanently closed and the sim is no good

Sim card can only be activated once. If the sim card was activated and the plan is now permanently closed, the sim card will be useless now.
To join PM again, you will need to get a new sim card from Telus or Koodo store. Once you have the new sim card, you can then activate online yourself at https://activate.publicmobile.ca/

How long ago did they last pay? Did they transfer their number out?
If more than 120 days since the last payment or they transferred out then the sim is dead.
