My son broke his phone so I gave him an old unlocked phone I have. Purchased a new SIM Card for that phone and new SIM Pin was added to his account.
Installed SIM Card and it is asking for a code "SIM Network Code"
Not sure why its not working. The old phone I gave him was an unlocked phone that I used as a pay as you go.
Can someone help me please

Sorry, to tell you this, but your phone absolutely isn't unlocked.
As for Virgin telling you that it is, they would have no way of knowing that for sure unless it's an iPhone device, for which a database is mainted by Appled about the locked/unlocked status. With the exception of iPhones, other devices do require an unlock code to get them network unlocked, but even if Bell/Virgin has previously provided that, they can't possibly know if the user correctly applied it. Them telling you that was bad misinformation given to you buy them ignoring the evidence that is is locked. I know that newer devces aren't locked to begin with, but Virgin Mobile's assumptions also ignore that the fact that some phones self-lock to a carrier, even it wasn't locked out of the box.
As others have said, you can try the manufactuer, or you can call either Bell or Vigin back. If the last successfully used sim card in that device was from Bell or Virgin, the phone is locked to them. They should be providing you with the unlock code, even if they have to contact the manufacturer on your behalf to get it.
The other option would be to buy an unlock code for your device.

Are you saying the phone IS a Samsung? If so, some folks here have said they will provide unlock codes, if, in cases like yours, the original service provider can't.

Try the manufacturer. They are required to unlock them for free @madurante

Is it a Samsung phone? They've been known to lock to the provider. They have a very helpful method to provide an unlock code.

And I already talked to them giving them my IMEI number and they don't have that in their system. They are telling me I used an unlocked phone so I shouldnt be having this issue

I suggest you pay particular attention to Luddite's post, and check the phone to MAKE SURE which code it's asking for, and then come back to this thread.

Here is a detailed explanation by one of the Oracle's Luddite. "SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this. "SIM network unlock PIN" is asking for your previous carrier's unlock code - just contact them with your IMEI and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above. “PIN unlock key (PUK)” is a SIM-specific code used to prevent unauthorised use of a SIM card. The PIN (Personal Identification Number) enables secure access to the SIM card and network. It is provided with your SIM card. If the PIN code is entered incorrectly 3 times, the phone is locked (except for emergency calls) and requires a PUK (Personal Unlock Key) to reactivate it. Once the PUK is recovered and validated, you will be asked to choose a new PIN. Only Public Mobile's moderators can give you this type of code, which the device manufacturer cannot.
