On May 4 I added 15 days roaming packgage of talk and text and 3gb data for a trip to the U.S. because I thought I  might need more data, I also bought 1gb roaming data. 

I am now in the U.S. and I have no trouble texting or using the data, but I cannot make any phone calls. I am just wondering why this would happen. I am told every time that the call has failed. These are calls within the U.S. I have not tried any calls to Canada.

to use data whilst in US using the add-on...go in to your cell settings and enable Roaming. Then you should be able to use data.

For talk...I'm afraid you need a cellphone that is recognized by Public Mobile as VoLTE enabled...otherwise calls will fail. BTW... when using that add-on, you can call most any Cdn or US number...not just US numbers.

If have local wifi, you can download TextNow and make calls to Canada or US for free using local wifi or your PM data.

If your phone is not VoLTE compatible download a voip app like Textnow that has free calling. You can then use it on wifi or with your mobile data for phone calls. If needed change your voicemail greeting on your PM phone to include that phone # for anyone calling your PM phone to reach you.

Everyone so far has talked about VoLTE enabled phones approved for Public Mobile. So for now, let's say you have one. Go into your settings, find Network settings, turn off automatic and pick T-Mobile. Then go back into your settings and make sure data roaming is turned on. If done, then reboot the phone. The phone should automatically go to T-Mobile. If T-Mobile isn't good in the area you're visiting, try AT&T or Verizon.

@rob38  Be sure to try all roaming partners T mobile AT&T or Verizon and try again . Also note it could be a voLTE issue if your phone not support on the public mobile voLTE whitelist

can also try downloading text now app or what’s app to make phone calls over wifi / data

What phone do you have? Is it volte  compatible? If it's a 3g phone that could be your problem as the US has turned of 3g for the US. Also try  manually trying different provider like at&t and see it that fixs you problem

What phone are you using? And is the software up to date? The US shut their 3G networks down, so in order to make phone calls you must have a VoLTE compatible device.
