I am presently in the US and every 15 days I have to purchase a package for talking text. Every time I go to sign in it lets me purchase the talk and text gives me a receipt but does not add the minutes to my account. This has happened every month since January. I have tried at least 10 times today on three different devices

Re-buying has always been a hassle. When you see the day counter hit 0/15 then you need to either: 1. buy the other bundle, 2. wait for the add-on to fully leave the list in upwards to 24 hours or 3. ask support.

@AMYKNOPP since yiu are in US long, if you need data, get local prepaid data sim
if you just need voice and text , why not use VoIP app TextNow? It is free. It will give you another phone number for your friend to reach you. It will work as long as yiou have Wifi

you should try the re-buy when your add-on expires + 24 hours.
Alternative is to ask CSA to add the one you want immediately.

@AMYKNOPP If you're purchasing the same roaming add-on again, unfortunately, there's a 24 hour wait needed before being able to purchase. You can purchase a different roaming option or ask support via chatbot to purchase the same one earlier. Here's a link to chatbot if needed: https://www.publicmobile.ca/get-help
However, for travel of 15+ days in the US, it might be cheaper to purchase a local SIM with a 30 day plan option.
