What Roaming options are available for Dominican Republic. Is it pay per use or flat fee. And what are the fees?

you could just download the free TextNow app and using local wifi or separately purchased data, you can call / text most any US and Cdn number ...for free. You'll select a free Cdn number so others can call and text you for gratis.

There is NO service outside of USA/Canada

@AtulW, PM only offers roaming in the US, nowhere else. You will need to buy a local SIM card for the Dominican or you can use apps that rely on WiFi like WhatsApp or TextNow for example which are both free
