Never got my sim card and got charged for a month

You will only be charged once the SIM is activated. Check to see if charge is pending and not posted.

Contact a CS_Agent to send you another SIM or pick one up at your local Telus/Koodo/Mobile Klinik stores or from Amazon but you may have to pay for it first or wait for the replacement SIM.

it got charged but the cycle has not started yet.  So, if you can get a sim card now, it will start the cycle after

What you can do is to message support and see if they can arrnage to have you pickup the PM sim card from a local Telus/Koodo/MobileKlinik store.  
Of course, you can ask them for a full refund if you no longer want to join
