Normally there are no refund on PM prepaid plan unless it is related to new activation issues. I would suggest you add balance funds for your next month payment then you can close your account.
Short answer is No. You are unable to get refund with prepaid service with Public mobile. If you port to another company, there is no refunds or pro-rating of plans. You lose whatever is remaining in your account.
