I forgot to use my friends referral code when I ported my number to public mobile, can I apply it retroactively?

yes, agent will help
My friend just activated on Friday, cannot find the referral code box, he submitted ticket with Agent and it got applied on the same day

That is up to Customer Support agent discretion, but they will usually do this for you @Albert82
