I just referred a friend to join Public Mobile on July 2, his number is (647) xxx-xxxx.
I didn’t receive any message regarding this referral. Just want to make sure the referral is gone through and I will get $15 bonus credit and the people I referred will get $25 bonus credit.

Just a side note. You may wish to tell your friend you posted their phone number on the internet and several people saw it and might want to change their number. It would be the respectful thing to do IMO.

You should have gotten a response from PM indicating:
Cha-ching! You just added to your Refer a Friend Reward-way to go. Keep referring to earn more. View your Reward account.
Your friend will receive the $10 credit in 3 days and you and your friend will get $15 credit in 45 days.
Here is the fine print:

please remove the phone number, we are just customers in the Community and you don't want your friend's number posted here
for the referral, best to ask if you friend got the $10 credit in his account. But check 72 hours after activation
for you, you can also check your My Account->Referral, and you should see one extra referral showing on the bar charge of July (or August, depends if your July renewal date passed)
and for the special $15, it will add within 45 days or so, but you might see it on your account much earlier than that
