I have the same problem. As soon as I log in the $39 offer is gone.
Also I can’t find any options to activate a second line for my family.
help!

Remember to make a note of the new email and password then keep it somewhere so you can remember so you can login to the account.

you will then have to manage on behalf for them. You will create another email (maybe Gmail) for yourself. Then use that new email according to create the new PM account using your name (you don't need to use your kid's name for this new PM account. In fact, since you are managing it for your kid, it is better to use your name for this new PM account, it will be eaiser when you open ticket with PM support for this account in the future)

And if it’s for a child, how to make a new account? They’re too young to have their own email.

It's one line per account, each account is separate and needs a different email address to set it up. There are no family plans with Public Mobile so you would need to set up another account for the other line.
