I have done what was asked but it said that the card could not be activated at this time and try again. I tried 4more times with the same result.

Are you using the app to try activate? If you have not try the app, please download the PM app. If you are already trying the app, uninstall and reinstall it once. Also, some people suggest to clear browser cache as well before you reinstall
do you have another credit card to try with the subscription?
or you can also get a prepaid credit card and activate with that first, then do a credit card change after
