This does sound like you are on a limited minute plan, correct?
If you are on a UNlimited calling plan, then if you ignore the message about out of minutes, will the call still complete?
Other things to try:
*turn off your phone, leave off for a minutes, then reboot
*removing your SIM for a few minutes, then reinserting it
*go into airplane mode for a few minutes, then going back to regular mode
*reset network settings

yes, the quick workaround for now is to call from any other phone as advised by @computergeek541 above.
you might want to consider buying extra min ($5 - 500 mins). These 500 mins has no expiry. It will kick in when you regular min are all used up and will roll over to next month.
Of course, incoming mins are free. So, if you are close to the end of the cycle, you can also hold on and wait till it renew and use the workaround to check voicemail for now.

@Barebackrider59 : You can access your voicemail box from any other phone including a voip app on your phone like TextNow with wifi that also does talk. Or buy the $5 calling add-on. Or upgrade your plan to an unlimited calling plan.

If you're on a plan that doesn't have unlimited minutes, you've used them all up. Calling into your voicemail account using your cell phone uses minutes. You can check by calling in using a number phone and pressing * when you hear your greeting.

@Barebackrider59 What exact error you got? provide us more details.
Also, you are calling from your phone by pressing 1? or from landland?
or the issue is you forgot the voicemail pin?
