Does your account and phone number change if you lose your phone and have to buy a new sim card?

No it does not. All you need to do is get a replacement SIM card, go into the self serve and change the SIM card. BTW, there is a feature for reporting lost/stolen phone in the self serve as well which suspends the service on the existing SIM card.
