I live in Ontario, BUT I know french and I might move to Quebec. One of my questions is, Why is autopay required in all plans?
2nd question: Looking at the difference between Ontario and Quebec’s plans, When clicking on one of the Ontario plans it says for example “2GB at 3G speeds) but at Quebec’s plans, it says for example “2.5GB data” It does not say 3G in Quebec. Since it does not say 3G, what is the speeds of Quebec plans? It just doesn’t make sense why it doesn’t say 3G in Quebec.

You must have a quebec number to qualify for the extra perks that come with two of the quebec plans. ($30/2.5gb and $50/9.5gb....$28/$48 w/autopay) So if you do move there you will have to change your phone to qualify for the special quebec promotional pricing.
Autopy is not required nor are you obligated to pay thru autopay if youre registered for it. Many people use a card on hold, with no funds, over limit and so on....to recieve the $2 reward and then pay with vouchers.
It is important to note that all plans come with 4G LTE data throttled to 3mbps ( 3G speed) they also have the option of manually choosing 3G data service that can under perfect conditions can reach speeds of up to 20mbps but most of the time vary wildly and can affect calling since all calls are on the 3G network. Most users prefer the consistent speed of the throttled data and notice very little difference between regular and throttled 4G LTE unless you are a big gamer or watch a lot of HD video.

I think the marketing is driven by differences in statutes. Quebec laws allow for the inclusion of autopay in the advertised price whereas elsewhere it is not. At the end of the day, autopay provides the same advantage across the country.

Not sure why Public mobile markets the Quebec plans with autopay included. However, Quebec plan does have the cheaper $30 plan ($28 with autopay) for 2.5GB while rest of Canada, same plan is $35.
