@Melviticus so, you should try to uninstall the app, reboot and reinstall the app and re-puchase the esim on the app
again, if still cannot buy or install esim, please open ticket with support agent

It is a new iPhone 15. When I go through the eSIM purchase, the final screen does not allow me to click “buy and install”

are you repurchasing the sim on the same old phone or on a different phone?
What phone is that?
while you can try to uninstall the app, redownload and rebuy esim once again, but I suggest you to open support ticket and ask agent to check if the purchase was completed successfully and see if they can email you the QR code to install
