According to the Coverage Map (http://publicmobile.ca/en/on/coverage), Public Mobile's coverage reaches small parts of the USA near Canada. This includes Detroit, Michigan and Buffalo, New York.
Would it count as roaming in those areas, or is it still normal cellular service?

Public Mobile (who is owned by Telus) offer coverage only in Canada.
With Public Mobile, there is no ROAMING outside Canada.

I used to live in Fort Erie, ON, opposite Buffalo, NY.
I recall being on a bus, leaving Buffalo for various Canadian cities.
A Canadian cellphone user was trying to pick up the signal from his carrier. It was only when the bus was slightly less than 50% across the Peace bridge, over the Niagara River, that his cellphone started to function.
FYI.

Hello,
There is no roaming with Public Mobile. If there is signal coverage, there is service. No signal = no service.
According to a customer, a few months ago, who visits a border city on a frequent basis, the PM signal extends a couple of hundred metres into the USA at best.
I hope that this has answered your question.

That's a Good question.
In my Honest Opinion, PM needs Roamunications Badly
When ppl Roam into the Unknown, Sometimes Roam can Be your only Friend you have.
Just my Humble Opinion
