Provincial Tax?

My original number (first registered) was from Newfoundland. However, I moved out of Newfoundland and living in another Atlantic province (i.e., PE) for more than 5 years. I have not changed my number and still my number starts with 709 (NL-specific). I am charged with $0.75 every bill cycle with a description of "Provincial 9-1-1 Tax (NF)". Is it specific to NL or is it still applicable to PE as well?
If it is NL-specific, why it is applied to my profile as I do not live in NL?

Some provinces charge extra for 911. You are charged based on your AREA code no matter where do you live.

Unless you change your number completely (get a new number) to province/area code where there is no 911 charge you will continue to be charged.

To avoid the NL taxes, you will need to pick and new number with a PE area code. 
Or purchase vouchers as per @softech if you want to keep your old number.

The tax was charged right.  PM charges the tax based on the province of the phone number itself, not your physical address.  Since you are keeping a NL number, PM will be charging NL tax and E911 feess.  

If you want to save a bit of tax but keep the same phone number,  a workaround is to buy a voucher from store and load the voucher via My Account or *611.  You will get charged local tax where you buy the voucher and PM will not add tax in top of you plan price if you pay via vouchers
