Province wide calling but i got "long distance add-on required" message while in home province

my plan has the following

Pick & Pay

- 12GB Data

- Unlimited International Text

- Unlimited Provincial Talk

I have a toronto number but this week when I travel to Northern Ontario, I start getting long distance add-on required message when I try to make any phone call. I have no problem receiving calls and no problem with data but I just cannot make outgoing calls.

my phone is not roaming and it shows I am on the "public" network.

help?

also I tried putting "1", "+1" before the area code, still got the same msg.
