Online activation chat is 100% staffed by retail store activation salespeople, and as other have suspected/stated, they can't help with this.

You may wish to confirm if the payment card used to pay for the phone was charged or not.
If it wasn't, try ordering the device using a different payment card, if the device you prefer still displays as an available device for purchase here: https://www.publicmobile.ca/phone-section
