I am having an issue porting my phone number.
Previous provider states my number is still transferable even it’s inactive. Please help me porting my number again.

Technically no. But you can ask PM to resend the porting request, then call your old provider and accept the port request for you
There is a number to call to talk to PM live support, they can re-trigger the process for you. I will message the number to you via the Community inbox ( https://productioncommunity.publicmobile.ca/t5/notes/privatenotespage ) . Check the envelope icon on top right. Call them and get it fixed

I was told by the customer service of my previous provider that I could still transfer it. Could you tell me how I can connect with a customer service representative at Public Mobile pls.

@Pball No way it is possible to transfer a number that is not active. You will likely need to make sure your line is active in order to transfer your number to Public Mobile. It is always a good idea to activate a line using a new number to start. Then when you are ready, you can request to port in your number directly from your account.
