I attempted to transfer/port out my Rogers phone number using the public app, but it says my number is not available for port out and it’s blocked.
My Rogers group account manager says I need to cancel the transfer/port-out before I can request that they remove the block on Rogers end.
how do I cancel the port out request?

If you are on a Rogers group plan, the port won't work even if you request it. You have get an actual letter signed by your account manager and you have to send it to Rogers giving you permission to release the number into your possession. Then Rogers has to mark the account with this and Public Mobile Port team will have to reach out to Rogers contacts to port the number over. Hope this helps.
