Am I able to change my plan through a cycle

I would like to move to a larger plan with more data as my daughters data seems to be gone very quickly, when mostly on wifi

Your daughter's data should not be being used at all when she is in a Wi-Fi zone.

To ensure there is no data consumption, make sure to turn off all background app processes and ensure "data assist" features are disabled. This is a service which a device over to data connecting when Wi-Fi signals are weak - mostly it is not necessary and can be a mystery source of data consumption.

EDIT  @LWhidden , this is a very good article on managing data:

Yeah depending on how close you are to renewal date you can do either or. If you really need that data ASAP and don't mind eating the cost of the lower plan now, that is probably the best route to go as opposed to data add ons as they can be a little pricey.

You do have two options to change plans:  immediate or at next renewal date.  You can change plans immediately, but Public mobile does not pro-rate plans.  You will lose whatever is remaining in the original plan.
