Hello. My daughters plan has 100 talk minutes and unlimited incoming calls and unlimited texts. And yet every month, although not using the 100 minutes according to her usage history, she gets a message saying she's used all her minutes and is blocked from texts.

You can tell your daughter to have her friends call her or text her so she will not go over the 100 minutes calling and 250mb of data.

lol yes the younger generation needs the read receipts and different coloured bubbles or they will lose their mind, if you ask her to start paying for her plan if she wants iMessage, she will prob jump on the SMS train pretty quickly

It sure would be nice if Apple made it clear that iMessage can be used with just an internet connection. It should actually be called IM (instant messaging) like the old days. Or like the old Blackberry Messenger.
Oh! You want to be able to send messages while not on the internet and you have cell service...well then you'll need to turn on the SMS option in the app. This should be made clear in a pop-up when trying to send a message. Um...you're not connected to the internet or your SMS option is off.

It sounds like @softech has identified the issue. SMS/MMS texts are unlimited and MMS only requires data to be enabled to work is does not use or require plan or add on data to work.

Don't forget to round up the usage minutes. 1 minute and 1 second counts as two minutes.
There is a Canada wide calling add-on that costs 5 $ you can add to give 500 minutes and doesn't expire till used up.
As for the sms do they not work or is it the text you receive that says they no longer work.
How long have you had the plan?

I believe the message is she has used up her data and hence cannot be able to send "message".
Your plan has 250 MB of data You daughter is likely NOT using the regular SMS/TEXT, which is unlimited. Instead, she has been using iMessage or RCS, which needs data to transmit. So, she can either change to Text/SMS or she will need to send when there is Wifi if she keeps using iMessage or RCS
Yes, kids these days use iMessage and RCS instead of SMS, hard to ask them to change

You have to check in View my Usage for all made outgoing calls.
On Main/overview page you can see how many minutes have been used.
Every call to voice mail is counted against her minutes.
Check and let us know what is going on. Minutes will not disappear by itself.
