My bro is visiting from out of town for a couple of weeks and I wanted to grab a sim with talk, text, and a little bit of data for him.
Looks like Freedom Mobile cheapest route @ $30 a month for unlimited talk, text, and 250Mb of data?
Lowest PM price I could get was $47 for the month with 1GB data.

Unless your brother has a dual Sim phone, he is taking his Sim card in his phone and putting in a new Sim card so that he can talk, text, and surf. When you remove your SIM card from your phone and replace it with another card, you lose access to any information on the original card. This information is still stored on the old card, so any phone numbers, addresses or text messages that you lose are available if you insert the old card into the device. Information not stored on the SIM card, such as videos, applications or documents, is still available on the original device. Some devices also allow you to copy your SIM contents to the device memory, so activating this feature before swapping your SIM card means your information remains available after you make the switch.
You are comparing apples to oranges:

250mb isn't much compared to 1gig of data. If he rents a car, and the car doesn't have a GPS, his data plan will come in quite handy as he can now use Google maps on his phone as his GPS!

you could just get him the talk n text for ~30$ so he can communicate with you, and whenever he goes to tims or whatever there will be open wifi. or, if hes with you, you could hotspot him (depending on your data plan obvi).

I think PM is missing out big time on the "tourist plans". PM is generally unknown among the Canadian public, and even less well known in tourist circles.
I have travelled quite a bit, and a at most airports you can get 2-week, and 1-month plans for a decent price. Most recently, I went with Spark in New Zealand ($20/month for 1+1GB bonus, u/l NZ text, and 150 NZ mins - this plan is no longer offered):

Europe also has very good deals for travellers.
With the cheapest plan at $47/month+ tax, I don't think PM would be a tourist's first choice.
