You have to ask the carrier where you got the phone from for the carrier help unlocking it.

Do you know if your SIM card is locked or your phone is locked. If it's a Samsung phone, you'd have to get a hold of Samsung to get it unlocked. https://www.samsung.com/hk_en/support/mobile-devices/what-is-puk-code/
You may be able to get Public Mobile to assist by reaching a CS Agent via this options.

this is called carrier unlock code. PM does not lock the phone. Did you try other sim card (other service provider) on this phone and failed already? did you buy from phone from PM or Koodo or Telus?

You need to contact the provider that the phone is locked to, they can give you the lock code

what was the exact error message? Depends on the message, you have to ask the PUK code from different places
