You could buy a local SIM card there. Or use a talk/texting app on Wifi. Try TextNow, Text+ or Google Chat.

No it will not. Dominican Republic is not in the US.

Sorry, but the Public Mobile service will not work there. The US roaming add-on only works in the United States.
