Until today my phone did not “ring” if a call was received from an unknown number…ie the number and or name was NOT in my phone’s contacts.

Rebooting phone appears to have solved the issue.

I’m fully aware of the settings. I don’t need to google it.

If you have an iPhone, there are 2 different settings to have the phone not ring (notification) if the callers number is NOT in your contacts list. When it’s set that way you will see those calls in your recents and they may leave a voicemail. I suggest you google it.

It is strictly a device feature and nothing to do with the provider. In fact, the mobile carrier will send the calls to your phone regardless. It is your phone to decide to ring or not and send to VM
If it still rings, it is a phone issue, not your carrier. Please try what suggested above
If it does not work still, make sure your OS is updated

Ever since I have owned this phone “Silence Unknown Callers” has been selected. The issue is not the phone!

You meant it rings even you enabled "Silence Unknown Callers""?? This is a device issue, not provider's
Disable that first, reboot phone and re-enable
