Phone not activated on the network

My friend is a brand new Public Mobile user.

He can receive calls, but he cannot make calls.

When he tries to make a call, he hears this recording, "your phone is not activated on the network".

He is not able to submit a ticket with support, so I am trying to get help for him here.

Can anyone help?

So, did your friend follow the steps and downloaded the app to set up the account?
