I recently helped my dad create an account with Public Mobile on his phone, and he can't receive calls from my sister and brother-in-law's cell phones (they are both with Rogers). He's had his public mobile account for about 3 months now, and from the very beginning their calls are the only ones (to our knowledge) that don't come through. Their numbers are not blocked, we already checked that. Any ideas?

If the contacts were not included on his phone contacts, check for a setting on his phone to see if he has the "allow only calls from his contact list ".
If these 2 phone numbers are not on is contacts app list, then add them in. And maybe turn off that setting.
If they are there, try deleting them, and then re-add them back on.
If still issues, I would suggest to perform a Reset of the device's Network Settings, and see if that helps.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
Iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.
android:
Find and tap Settings > System > Advanced > Reset options > Reset network settings.

Can your dad call their phones? Do they ring at all? What phone number is shown on their phones?

@Luiza Can you confirm your dad can get incoming calls form other providers like Bell, Freedom, Shaw, etc?
Also, try to ask other Rogers/Fido/Chatr friends to call your dad to see if he can get any calls from Rogers at all.
if those Rogers cutomers cannot reach your Dad phone, are the call ended up at your Dad's Public Mobile voicemail? or just a message saying cannot connect or busy tone?
if it turns out he cannot get calls from Rogers (or other Fido/Chatr, which owned by Rogers) at all,, calls not even able to get to your Dad's PM VM, then it is a Rogers problem. Have a Rogers customer (the sister and brother in laws) to call Rogers and escalate the issue. I have seen that before. It could be that when someone from Rogers call your Dad, Rogers does not route the call out of Rogers network because for some reason , Rogers thought your Dad number belongs to Rogers network (Maybe your Dad was Rogers customer before, or maybe your Dad current number was own by another person before and was in Rogers network before)
