dialing a 1 in front of the 10 digits does not necessary mean a long distance call that cost you or your friend. Many carriers now require to call with a 1 in front of the 10 digits, but no long distance charge

See if your area code and first 3 digits is same as neighbours. If you do wish to change your number...log in to your account using the mobile app> click on Account tab> scroll down to Change Phone Number....you'll be given options to select your area with various area codes for each area of the province. Select the same area code and first 3 digits same as neighbours.
Either that or encourage neighbour to get a Public Mobile cellphone plan. All current plans have unlimited Canada wide calling, regardless of area code. So if you live in Yhak BC, you can call most any number in Halifax.

you likely have a cell number that is LD to your neighbour. Sounds like he has an old landline plan with no LD plan.
You can change your number to a local number if you wish to...no cost to you.
