@Doug1956 are you using the phone in Canada or the US?
If the US it's likely that your phone does not support VoLTE or is not on Public Mobile's whitelist for VoLTE devices. Try manually connecting to T-Mobile and place your network on 2G. The US has shutdown their 3G service so T-Mobile is the only other option unless you can get by using WhatsApp, Messenger or other similar apps over data

what phone do you have?
make sure your old carrier sim card is removed, or disable the old carrier esim
Then Reboot phone and Reset network settings
if same, try the sim in another phone
and you can ask PM support to refresh the account,
