Hello @Saintrae
For me, I just go to my WiFi, I see my Public Mobile phone which is an XR with no issues. Might need to reset your network settings by the sounds of things and try setting it up again.

PM does not block hotspot
make sure your phone has the latest iOS and Carrier profile., reboot phone, click Reset network settings and test again
if that does not work, maybe try your sim in another phone and test again
if you can confirm hotspot really does not work on 2 different phones, ask support agent to check the account
