Try powering off your phone, reseat the SIM, power on the phone back on and try dialing 611.

Hi @Andy15 when did you last pay your bill? more than 90 days or just last month?
If you call 1-855-4PUBLIC, then enter your phone number, what the recording says after? Can you pay then?

Try again. I had trouble with 611 and had to try 2 or 3 times in the past. Alternately you can call 1.855.4PUBLIC from another phone.

@Andy15 , check the status of the connection to the network on your phone. If your phone is able to detect the SIM card and is connecting, then 611 should be available.
