My phone (SIM card) says I have 2 GB of data, 25 days left until reset, and I have used 310 MB.
My Public Mobile account says I have 1 MB of data, that it is all used, and that I have 11 days left until the reset.
Why are they so different?

Just to clarify, what do you mean My phone (SIM card)? Is that your phone's data tracker versus PM app?
Your payment cycle is every 30 days and doesn't usually match the phone data tracker (unless you manually selected the start date as the first date of your payment cycle).
I would go by your PM My account data usage counter.

@CDyer it's likely a caching issue with either the app or the browser. What you can do is go to your browser settings and clear cache, and then try again. For the app, if you have android you can go to the phones settings, go to apps and locate the Public Mobile app and clear cache/data and then sign back on. For iPhone, unfortunately you have to uninstall the app then reinstall it to clear that data
