Outgoing text messages not working

Just activated my sons new account on pm on Xmas eve. It was a brand new account, no porting, on an iPhone 6plus.

everything is working great, except, when he tries to send an outgoing text, they can be sent unless he's on data or WiFi. Once I turn off WiFi or data, he can't send text messages, but can definitely receive them.

any idea what's going on??

Very strange that he has to choose iMessage or SMS. Is that the same for everyone not using data?

@skanji He does not need to choose; with the correct settings the phone will automatically pick the correct one:

Settings >> Messages >> iMessage ON, Send as SMS ON, MMS ON >> Send & Receive: as you said should show both his PM # and Apple ID email; tick the phone number as its optimum while you have cellular remaining.

You can choose one or the other, but if you don't have data you will have to wait for WiFi to have the messages delivered.

With pm if not on 10 plan it makes sense to use sms as they are unlimited

To turn off imessages:
Launch Settings, tap on "messages", slide the "imessage" switch to Off.

Be sure to turn on the "send as sms" option.

Apple's proprietary messaging platform connects your phone number, email address(es) and apple id to apple's servers. To use imessage, you require access to wifi or mobile data.

Can yuh restart your phone

Maybe reinsert the sim if that dust work

When you change sim the settings should get populated

When I click on settings-messages-Send&receive, his phone number and email address appear, where email is checked. The phone number has a circle spinning and is grayed out. Any suggestions?

Also @skanji

photos and videos sent via iMessage, if not in WiFi, will use up cellular data.  To get around this, you'd have to disable iMessage so that you're using SMS/MMS

@skanji

Issue with settings in iMessage. Need to adjust settings. Send message from your phone number instead of Apple ID. Turn on SMS texts.
