To summarize, I am only getting 1/4 of my calls/ texts, I can dial out, I have to resend most texts, my phone stays on 3g even though I signed up for 4g, my # from my other service provider has been successfully transferred, I changed my pin # almost 8 hours ago, restarted my phone twice

try shutting it down for few minutes and restart.

It sounds like the porting was incomplete.
You may have replied to the text with YES confirming you are porting over to PM with the old SIM in your phone.
You need contact a CS_Agent by submitting a ticket on SIMon Chatbot bottom of page or private message on the envelope icon above to restart the porting process.
Your old SIM should still work if porting wasn’t completed.
