Your phone may not be unlocked depending on what year your phone came out after 2017 they all come unlocked or you have to put a new portal number

Try to reseat the sim card. Power down first, take the sim card out for a minute. Then put it back and power it back out
Better to test the PM sim card on another phone as well
And if you have another active sim card, please put it into your Samsung phone and see if it works. That confirms if it is a device problem or not

What model is your Samsung phone?
It could be locked.
What does it say on your phone to narrow down your problem with the phone?

@Johntitan69 did you try your PM sim card in another phone to confirm?
is that a new activation? you see the sim card worked in another other phone earlier?
or is the Samsung phone new?
Provide us more information, like what have you tried, how long you have been with PM. etc
