If it is older than November 30, 2017, it is locked by Rogers and will need them to unlock it for you.
The phone isn't a locked to Rogers. Hypothetically, the phone being locked to Rogers couldn't cause only incoming calls to fail and couldn't cause that for only calls from Rogers customers.

It could be an issue on Roger's end, but in the event it is not it would not hurt to try the below troubleshooting, and see if any of these steps help with your issue:

@Yummy it could be because the number was with Rogers once and caused the issue but it could also be other reasons. It could also be a human mistakes somewhere
It doesn't happen a lot but it did. It is not just Rogers , could happen on any provider.

So you are saying if his number was Rogers' once upon a time, Rogers might see it as theirs and keep it within their network? Meaning porting from Rogers was not done properly on Rogers' side...

@sajranjith how long this issue has been? When people calls you, do they get to your Voice-mail or do they get busy or no connect tone?
If they call you and not able to get to you or your voice-mail, then it is a Rogers problem. I seen this before.
Somehow Rogers sees your number as a number in its network. When people in Rogers tries to call you, Rogers does not route the call outside of its network. Because of this, PM would not able to fix it for you. To fix this, you have to find a Rogers friend to open a ticket with Rogers. Their tech has to remove your number from their system so they no longer see your number as a number within Rogers network. After that is done, they will start route the call outside of Rogers network correctly

@sajranjith just not receiving calls from Rogers? You can receive calls from other providers like Bell, Telus?
Did you just port in your number? If so, when was this done? which provider you were with before?
