@aarav2008 There are two version of the $15 plan. Are you sure you have the one with unlimited incoming? To verify login to selfserve and check your plan details. Another option is to try to schedule a plan change to the $15 to take place on your next renewal. If the change is accepted it means that you were on the older $15 plan that did not include unlimited incoming so you would need to change plans to the newer version.

When did you start the plan? If back in March April time-ish then maybe you have the original version. Check your Plan Details for it to say unlimited incoming. If it doesn't say that then you're on the original version. You would need to make the change. Plans don't get changed on their own.
