More details would be helpful. What about talk and data? incoming calls?
New customer versus old?
Did text work before?
What model phone?

@Sethchoud did you just activate with Public Mobile and requested porting in the phone number?
can you receive any sms/text from friends with other providers?
if you just activated, and can receive regular text and just not 2FA code from other businesses, it is normal. 2FA and other system generated text can take as many as 7 days for them to come. Systems take longer to find out you changed providers, and banks put that delay on purpose as well to avoid sim fraud

@Sethchoud - have you recently activated with a new number or ported from another provider?
If so, short codes messages can take about a week to come to your new account. Otherwise, you should be able to receive other regular SMS texting from regular numbers.
Try restarting your phone, and perform a reset of the device's network settings.
This also resets Wi-Fi networks and passwords, cellular settings, VPN and APN settings, and connected Bluetooth devices that you've used before.
Iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.
android:
Find and tap Settings > System > Advanced > Reset options > Reset network settings.
