Phone is only working in Wi-Fi pay my bill yesterday and I cannot use my data and it doesn't work

If not, tell us what your SELF SERVE account status says would be helpful...either by logging into your account: https://selfserve.publicmobile.ca/
Or, calling 611 from your device or # 1-855-478-2542 from another line.
You only mention an issue with Data...so can we presume your calling and texting features are working fine?
If you paid your bill yesterday, your plan data should have renewed. Now, if you are on the 250 mb ($15 plan some people could burn that up super quickly).
So, ensure you have data left on your overview section in your self serve account. If the line exists, your data should work. If the line does not exist, that normally means you used it all up. Rarely, the data amount will not renew itself, but I think that has happened before.

@Scot You mean your phone is working on a wifi app like Whatsapp perhaps?
Clear your browser cache/cookies and use incognito mode and log into your account and see if the payment actually went through yesterday and if it didn't, select the payment tab and make a manual payment for the amount due or other amount and then reboot the phone. You can also try clicking the Reactivate option (top right of overview page) if available to push the payment through and then reboot the phone.

There seems to be a Telus outage in Scarborough area and Montreal area.

Also double check your Cellular Network and see if Cellular Data is enabled.

We would need more info to figure out the actual cause, but for starters:
- Does calling and texting work?
- Reset your phone, see if that helps
- Check your Self Serve account, what is the current status, is it Active?
- Check to see if the data limit settings on your phone needs manual resetting.
