I just updated my credit card payment in which payment was due today but still can’t make or receive any calls! Does it take a while for the payment to be applied to my subscription?

you updated payment card but now you must pay and resume service. Log in to your account > Payment...make a payment.

Try rebooting your phone. By rebooting your phone, it reconnections you to the Public Mobile network and gives you a fresh connection.
