No phone ring, no messages left

My phone doesn't ring, even though the ringer is turned on. Although people say they leave voicemails, they never show up. The numbers I'm concerned about are not in my blocked list, so what should I check?

Thanks, I won't be resetting my phone since it has an eSIM. Is there a document anywhere that lists the steps how to set up my voicemail, my message, and especially how to limit the number of rings before it kicks in?

I would advise against any kind of resetting particularly since you have an eSIM. You might (or not) lose it and then you would have to request another one (should be free), transfer number, etc.
And if you decide on resetting do a Backup of EVERYTHING you have on the phone. Do not trust cloud or whatever.

It's an eSim. Under Cellular, then under SIMs, it says my Business number is On, and the "Used as Primary" number right below that says "No SIM". The two numbers shown are identical, and I've never understood why I have both Business and Primary.

The idea of resetting my phone terrifies me, likely because I don't know what my WiFi password is, nor where to find it.

I've never really thought this is a service problem, but I couldn't find any other suitable label and it makes me use something!

As mentioned, you might want to try a network reset of your phone. Note: this will erase any saved Wifi password, etc. 

If you have physical SIM card, might want to try a different working phone.  Just to rule out hardware issue versus PM service problem.

iPhone 13. I called myself from my computer, the phone rang, I left a message, and I listened to the message later. 

I can make outbound calls from my phone, and send and receive text messages.

I have a couple hundred blocked numbers, but the ones I want to receive calls from are not on that list.

Did you try to call yourself from another phone to confirm all those claims - phone not ringing?
What phone do you have? Maybe 'phone app' has an issues or you are using some phone app from 3rd party?

what phone do you have? not sure if it is a problem with VoLTE

can you make outbound calls? data work?

try reboot the phone and Reset network settings

if same, then submit a ticket with CS Agent using Chatbot here:
