these Chinese phones usually do not have the proper bands for data access. You can try to lock the network mode to 3G first and test, if it works on 3G, try to lock it to 4G or LTE and test
and before trying so, you will need to manually update the APN. But instead of updating the current APN, delete the current one, create new following this:

If you made the change and data still does not work, then sorry, your phone is not compatible and you will need to change to one of the mainstream phones, like Apple or Samsung S2x or Google Pixel

Sadly this phone may not fully work with Public Mobile as it's not on the VoLTE approved list.
To confirm if your phone will work with Public Mobile, please see this link. These are currently and mildly out of date lists of what can work.
