@jillybeanr it sounds like you have an account and you're trying to change the Sim card number? I changed one last month for a lost phone and I had to contact a cs-agent because on the website I would input the new Sim card number and click save and nothing would happen

HI @jillybeanr to confirm, you have a Public Mobile sim card? Brand new never activated?
did you try again using another browser? or maybe Incognito mode?
