The following link has 8 troubleshooting steps to follow to fix this error message. Here are the first 3 basic steps. If they don't work follow the rest of the steps in the video.

 

  1. Toggle airplane mode on. Wait 2 minutes. Toggle off.
  2. Power off your phone. Remove sim card. Wait 1 minute. Reinsert sim and reboot.
  3. Reset your network settings.

@Hayleyjesson89 - sorry, I saw now that you said it was Koodo that worked in the phone.

 

The phone should not be locked, due to the model, I wouldn't think.

So, not sure if this would help.

 

Follow these steps to check that the iPhone is unlocked:

  1. Make a phone call using the current SIM card. Make sure it connects.
  2. Power off the iPhone. Hold down the Sleep/Wake button and use the Slide to Power Off option to switch off the iPhone.
  3. Use the SIM-card ejector tool (or a paper clip) to eject the SIM card from the iPhone.
  4. Insert your new SIM card.
  5. Press the Sleep/Wake button to wake up the iPhone.
  6. Make a phone call. Check that the iPhone can connect a call using the new SIM card.

If the phone call does not connect with the new SIM card, the iPhone is locked.

@Hayleyjesson89  have you tried the Public Mobile SIM in the 2nd SIM slot?

Maybe try it, without anything in the other slot. What is the result from this?

 

You said another SIM works in this phone. What provider of SIM was this that works?

 @Hayleyjesson89 : I'm no iphone expert but isn't there a process to go into About and check for updates to get carrier updates. Or is that old news now.

I’ll do another factory reset, but I’ve literally tried everything

Trying Performing a Reset of your device's Network Settings with the Public Mobile SIM card inside.

 

iphone:

To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.

Your iPhone will reset network settings and restart itself.

 

android:

Find and tap Settings > System > Advanced > Reset options > Reset network settings.

 

This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

My old Koodo sim worked fine in this phone

No SIM restrictions…it just says phone not allowed in my settings under network

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,

1. power off your device

2. take out the SIM card,

3. waiting a 1 minute,

4. put it back and power on,

5. toggling airplane mode off/on,  

 

and you can try to reset network settings and Changing APN Settings,
for iphone

Go to Settings > General > Reset > Reset Network Settings.

This also resets Wi-Fi networks and passwords,

How to reset network settings on an Android device
  1. Open the Settings app on your Android.
  2. Scroll to and tap either "General management" or "System," depending on what device you have.
  3. Tap either "Reset" or "Reset options."

and try manually selecting network "3G ONLY" or WCDMA only,

and do Rebooting your phone ,This is quick and simple,to refreshing your network,

*what is meant by rebooting the device turn off and turn it back on.

@Hayleyjesson89 Are you sure that phone is not locked to any carrier? Does it give you any error when you insert the sim and reboot the phone? If it's locked, you must unlock by contacting your previous carrier. Also, test other working sim in your phone and see if that works.

Is your phone locked? Contact your previous provider to unlock it for you. You will need your imei number, dial *#06# to get it.
