Okay - so I have SIM cards now (4) and will be porting in all 4 of my lines from Red.
Can I keep all 4 numbers showing on one account / portal - so I can pay all at once, or do I need to setup all four servies uniquely?
Ideally - I'd like to be able ot setup one account, have one e-mail address that is in charge of all four of my services.

As @ShawnC13 has mentioned, I’ve been using the Scotiabank prepaid reloadable Scene Visa. It works essentially as a temporary place to hold cash, and if there are no finds available, the charge just doesn’t go through, and no NSF is charged to you.
You will need to apply in person at a local branch, and it is a $10 activation fee, and then a $10 fee annually. No other costs other than pay per use telephone support if you need to speak with an agent, and you get Scene points for every purchase.
using it since June 2016.

seems a good way to spend a gift!

Thanks for the clarification on that @ShawnC13!

What does one do in a case of a single cc# family home, with four people?
If @will13am's workaround doesn't work for you, and you're looking to take advantage of the autopay rewards, I would recommend going out and buying prepaid/refillable CCs and signing them up to the additional accounts. This may not work as intended because I believe most prepaid/refillable credit cards have a service fee that may just make the benefit of having them moot.
However, if you can find a refillable option for other family members that doesn't cost you anything to have, this may be the best option. This could be made even more efficient by having payments automatically taken out of your bank to fill the cards (which are set up for autopay) in order to pay for the service on all four accounts.

You could activate with vouchers and then change the accounts over to staggered credit card payments as suggested by @will13am.
Edit:
Here's the link to the voucher vendor locator: https://www.publicmobile.ca/en/on/how-to-pay
Take it with a pinch of salt / phone ahead if it means you have to make an extra trip.
Out here on the west coast I've found the vouchers at Shoppers Drug Mart, Canadian Tire store and 7-11 convenience stores.
They might have slightly different pictures and different denominations - this is the 7-11 version:

Good to know!
Did you stagger the accounts / plan start dates so that the credit card issuer doesn't block what they might consider double charges (if it's the same amount charged several times on the same day)?

There is a workaround for the two account maximum per credit card. For the activation, use a different card for each of two accounts. Once activation is completed, it is possible to go back a few days later and do a card update. I have been able to break the 2 account per card limit using this technique.

It's one account and one e-mail address per line.
If you use gmail you can use the myname+wive@gmail.com trick to have them delivered to myname@gmail.com. (obviously it's up to you what you put after the "+"... 😉 )
Also keep in mind that you can only use one credit card for two accounts before the system gets unhappy.

you need to have 4 diffrent accounts
set it up 1 by1
for email you can use the same with adding a +
like if your email is publicmobile@gmail.com
than for the first account put publicmobile+1@gmail.com
2nd put publicmobile+2@gmail.com
3rd publicmobile+3@gmail.com
4rd publicmobile+4@gmail.com
its will all go to your email

@timmmmeh unfortunately, PM structures the accounts and lines 1-to-1. So you will need 4 separate accounts. Actually, you might need 2 different credit cards as well. Some users have had success, but others have run into issues trying to add a 3rd (or higher) account to the same credit card.
