I wouldn't worry from this point forward. You've created a ticket and they will respond to it. My estimate is within a few hours. Once you give them the go ahead, they will notify you it's been recorded on record and you may need to contact Virgin one more time to request a port as the 1.5 hours has past.

There is nothing Public Mobile can do for you. You ported your number from Virgin to Public Mobile, your number is now with this service. You need to contact Virgin and request a port back. Contact their customer service at 888 999 2321

Because your line isn't working, you won't get the port request. You'll have to click on this link to send a direct message to customer service.

make sure you have PM sim still enabled and set as Primary (you might need to disable the new esim for now)
ask your new provider to submit the porting request again.
but if you really need help, don't hesitate.
Simply open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA code when login, use email to receive code instead of SMS if you cannot receive the text on the phone.) When open Chatbot ticket, Type the question Submit ticket and select Contact Us to get to ticket open screen

First, there are simple fixes you can do to resolve this.
1. Do a network reset on your phone. Depending on what phone you are currently using, you can go into your settings and reset your network and reboot. This happens when two different services have their network information in the same "folder" sort of speak. Doing a network reset will clear that up.
2. You can go into airplane mode for 10 minutes, turn off phone for 5 minutes and then restart phone. Turn off airplane mode and this will reconnect you to the network.
3. If you are travelling, just know that Public Mobile only works in Canada, the US and Mexico. It doesn't work in any other country.
4. To confirm if the port from Virgin worked, insert your Virgin SIM card and see if it's active. If it is, the port didn't go through and you can contact Virgin to send back your number. If it was an eSIM, place the Virgin eSIM as primary and see if you have service. Same info as above.
If you're still having issues connecting with Public Mobile, you can reach a customer service agent this way to troubleshoot further.

I cannot receive the text from Public so that I can go back to Virgin, so I need them to manually bypass. I am travelling tomorrow and I need this completed ASAP.

you must keep your Public Mobile account active and in good standing...then you should have no trouble transferring to Virgin.
