I have an iPhone 13 and my Public Mobile plan is 50 gb 250 mpbs. I did a Speedtest and my download speed is only 5.54 and upload is only .98 mpbs. Can anyone tell me why.
It depends which bands you're using and the signal conditions for those bands.

make sure Carrier profile is updated
try Reboot your phone and click Reset network settings on your phone
