yes, you can
First buy a physical Public Mobile sim from Telus or Koodo store or from Amazon.
when you have the sim, you can try login My Account (remember to use email to receive 2FA code: click Didn't receive code and then Send email). Go to Profile page and you can update the sim card number to the new one
if too much trouble or you cannot login, message PM here and they will update the sim card number

Carrier won't help you with that, but you can use the FindMy service to locate the phone and try a remote wipe

Yes, login to your phone account and go to Find My.
